I think this is the same problem as I encountered - namely 'they'
presumably developed Xerte on a case-insensitive filesystem (or their
Apache had (i think) mod_speling enabled).

I posted a patch a few days ago which will fix this, alternatively try
enabling mod_speling (assuming Apache)...
