:-) I was too slow in responding and in any case my reply may be delayed as
usual anyway :-(
I wonder if the question is influenced by the method to achieve this in
tools like Articulate Storyline? With that tool you can export a file for
language translation which creates a Word document with original text
alongside translated text which once translated can be imported back.
To be honest in some ways it's already easier to do this in XOT by method 1
e.g. not much difference editing text in the XOT editor than editing table
columns in a Word doc assuming the editor can be given access to XOT. But
perhaps a future enhancement might be an translator view where all the LO
pages are displayed in the editor in a single scrolling editor page?
Possibly easier to achieve than export/import of the xml.

That's an interesting proposition.
In the mean time, there are two ways of doing it now:
1. Make a copy of the LO and than translate the texts while keeping the
original open
2. The actual texts are in the template.xml file in the .zip (after export).
You could trying to translate this file, but you really have to be careful
and knowledgeable to know what to translate, and what to leave alone. NOT
RECOMMENDED.
