I seem to remember an issue at 200 pages, but I think Julian addressed that.
I can't see how the size of external media would affect the loading.
Remember that the .rlo is just an xml file.
To expose a corruption:
Change the .rlo extension to .xml
Drag that .xml file onto a browser.
Most browsers will tell you exactly where an xml file is malformed. (Line xx, Character xx).

Subject: [Xerte] RLO Corrupted when Certain Media Load Reached?
Hi,
If I have more than about 500KB of SWF's in the media file, Xerte stops working - it gets as far as "Loading Complete Please Wait" then freezes. There then seems to be no backtracking from that - i.e. deleting a page or some media doesn't help - the RLO seems to be corrupted.
A lot of time gets wasted as I then have to re-make the RLO from scratch with one less page (having a backup doesn't help much as I'm never quite sure when I will overstep the limit so increasing the size of an SWF by a little will render the backup useless too).
I would be grateful for any tips as to how to avoid this problem. I'm using Wizards.
Thank you.
Deborah
