I also asked via the teachers list whether LDAP was being used.

The other point is why still 1.8? If memory serves there were quite a few
changes to management between 1.8 and 2.x so upgrading is obviously
worthwhile but perhaps the problem is whatever customisation was done.

I think Pat's answer tells it all. He seems to remember that this
installation is customized. We can't guess anything if we don't know for
sure.
