Conclusions from the Danish Presidency of the Council of the *EU 2025 High
Level Conference on Reforming Research Assessment* are now available. The
policy brief is authored by Chair of the conference David Budtz Pedersen,
Kathrine Bjerg Bennike and Poul Meier Melchiorsen.


It is a short document drawing on promising practices and evidence to shape
actionable recommendations for policymakers and research leaders to drive
research assessment reform. Thank you to the organisors , and to all

This information might be of interest for those working on Reforming
Research Assessment.

The Coalition for Advancing Research Assessment (CoARA) and Declaration on
Research Assessment (DORA) have announced a joint statement with an aim to
strengthen a global culture of responsible research assessment and drive
impact through aligned principles.  The official joint statement is the
result of years of collaborative efforts between the two initiatives and
following strategic conversations at the EU Presidency High-Level
Conference on Reforming Research Assessment <https://www.cerra.aau.dk/> in
Copenhagen.

The partnership signals a collaborative movement working towards three key
pillars:

   - Unified for a better research system
   - Increasing momentum for change
   - Working together: communicating and complimenting

The High-Level EU Presidency Conference on Reforming Research Assessment
taking place in Copenhagen 3-4 December 2025 explores progress on reforming
research assessment, making recommendations for further improvement, and
identifying promising practices and international consensus.

The conference brings together partners from academia, policy, funding, and
R&I institutions to support progress on reforming research assessment. More
than 300 participants are in Copenhagen to discuss how we ensure common
ground in Europe and beyond to keep at the forefront of developing

It was my pleasure to represent the University of Exeter for this important
event and share the announcement on *University of Exeter joining the
Coalition for Advancing Research Assessment* (CoARA) at the special event
to mark CoARA's third anniversary hosted by CoARA, European University
Association, Science Europe and the European Commission at The High-Level
EU Presidency Conference.

At the University of Exeter, we are committed to expanding UK-EU research
collaborations. One excellent example of this is the Ethical Data
Initiative (EDI) jointly coordinated by the University of Exeter and the
Technical University of Munich. EDI is working with DORA, CoARA, European
Commission, UKRI, REF 2029 Team, UK DSIT and key stakeholders in Reforming

On 2 June 2025 , the Ethical Data Initiative, in collaboration with the
European Commission, CoARA-ERIP,  and European Network of Research
Integrity Offices (ENRIO), organised an important conference on ‘Advancing
responsible research assessment systems in the digital space: A dialogue on
ethics, integrity, and open infrastructures for research in the AI era’ at
the Palace of the Academies, Brussels where David Budtz Pedersen (Chair of
the International Stakeholder Committee) announced the EU high-level
conference on reforming research assessment. So it is really great that the
University of Exeter formally joining CoARA is announced at the EU
high-level conference on reforming research assessment.

of the UK Government, REF 2029 Team, Research Funders and other key HE
