[Reading-hall-of-fame] publishing in open access journals

Dear HofF colleagues,
The issue of publishing in open-access journals has been discussed on the listserv before, so my reply here may be repetitive.
The core issues of open access in the field were thoroughly addressed more than a decade ago by an NRC ad hoc committee appointed, if I recall, by Don Leu. The committee worked for several years before morphing into the Research Committee with a broader charge. The committee’s major conclusions and recommendations were presented in an article published in the NRC Yearbook. It is attached.
Most of the content of that article remains relevant, particularly the recommendation to put pre-prints of one’s publications in a university repository typically managed by the library. In my case, I receive monthly reports of who, geographically (including points on a world map) and organizationally (e.g., university, education agency, NGOs), is downloading each publication I’ve placed in the repository. Very interesting.
Further, the repository option is much more popular and available today than when that recommendation was first made (check with your university library). Because, these are pre-prints of publications in respected outlets (e.g., galley proofs, which you may have in your files; my library people tell me galley proofs are exempt from copyright policy), it sidesteps the concern about rogue journals. But, that is a separate and increasingly troublesome phenomenon, as Colin points out.
Other relevant info:
* LRA’s contract with SAGE to publish JLR includes an agreement to make all JLR articles open access after 3 years.
* The Committee also compiled a list of on-line, open-open access outlets for literacy researchers, but I can’t find it and I’m sure it is out of date. Someone would do a service by updating it, maybe including a list of “rogues.”
* The Committee’s Yearbook article was also formally adopted as an LRA policy brief and can be found on the LRA website.
* Also at the website is a memo stating that LRA encourages its members to publish in online open-access journals. It was aimed at untenured members to use in their tenure and promotion dossiers if needed. See: https://www.literacyresearchassociation.org/policy-advocacy-statements-resources
* I ask publishers of my work to sign the attached author addendum developed by the Scholarly Publications and Research Coalition (SPARC). If they agree, and often they do, it allows me to make my work available freely at my personal website. See https://sparcopen.org/

But I don’t share Stephen’s view; I’m extremely cautious about ‘FREE' open-access journals. As Milton Friedman said ‘There ain’t no such thing as a free lunch’. Or the computer sage Fred Brooks put it, "You can only get something for nothing if you have previously gotten nothing for something.” In my case the ‘something’ is the fee I pay to the domain that hosts my WordPress blog.

As I see it, there are no ‘free’ online journals: they seem to fall into one of three groups:
* ‘free’ for the time being, with a reputable publisher planning to introduce fees for reading/publishing at a later date
* ‘free’ to the reader, with the authors having paid between $400 and $2000 for the privilege of being published by a reputable publisher
* ‘free’ to the reader, with the authors having paid between $400 and $2000 for the privilege of being published by a rogue publisher
What worried my most is that my masters level students are now beginning to cite papers from rogue journals which have published crackpot ideas that have gone through no peer-review process. I’m extremely uneasy about ‘easy access to scholarship’ might actually entail.

To avoid these problems in the future, I suggest publishing in FREE open-access journals. This ensures that scholarship is available to everybody.

And those of us who are still living can decide whether we want to defy convention by posting the fruits of our labor on a website that probably violates every publisher agreement we ever signed.
I am a little less concerned about the archival literature of journals (except for the outrageous single copy fees that on-line publishers charge). What really concerns me is the fate of all those chapters we have all published in low distribution edited volumes. Some are in google books. But many, I fear, are lost forever. For example, does ILA distribute, or even house, all the edited volumes it brought into the world. There are hundreds, likely thousands, of chapters that may be lost to future scholars. I have been starting to make my own pdf's of these volumes for I fear they will be lost. I just don't know what to do with them. I think I'll make a private repository of them on pdavidpearson.org<colinharrison.eu> while I investigate what to do with them. Maybe RHF is a good home for them.???

Don Leu liked to use links as he was doing some of the initial work on the site. Unfortunately there are a number of links that do not work at this time so I have been only uploading word documents and pdfs.
I've stayed away from living folks at the moment as I do not need one's permission to upload for the deceased and as for copyright...I'll pull something down if anyone complains.
It will take about a month before I can totally focus on the living. I do have files started for a number of folks. I'll have to get permission to upload stuff from each individual. Photos from the net of the living members have been uploaded when permission has been given, but so many simply folks do not return an e-mail.

This is really important. A personal experience will tell you why. For my Festschrift celebration in June, I wanted to do some biographical sketches of my mentors. Among them is, of course, Jay Samuels. I went to the Hall of Fame site for Jay, where I was directed to a repository of his work on the U of MN website. When I tried to access that site, I learned that it had been taken down by the U of MN (how soon they forget, right?). So now I have no clue about how to proceed to obtain whatever it was that was on the U of M site. Lesson learned about how and why we might use the space allocated to the RHF by xxx (who is donating our storage space anyway? Is it U of A, Yetta and Ken?
