At the the european reading conference this week the contributors to the
Hallof fame symposium I set up and others indicated that his problem exists
in virtually very country. Fijilkof from France Diononysio from Portugal,
Renste Valtin from Germany, all reproted impostion by governments explicit
phonics instruction in kindergarten. England has just instituted a Dibels
like test for the end of kindergarten The best knowledge in this matter is
being ignored and phony research is being cited to support government
impositions.

There was strong agreement that we need an international coalition to mount
 a challenge.

In my own presentation I exposed the absurdity of using EGRA(thinly
disguised dibels) in 42 third world countries to prove that kids can't read.
With much less expense any kid or teacher could have told them that. Now
they will teach to the test and claim the kids are becoming literate. UAAID
and the World Bank are behind this effort.
