Hi all,
Here is a policy brief from the REINFORCING project that I contributed to. I am sharing this partly because you may find it interesting to see how the discussion of the future of RRI in Europe and the Framework Programme is progressing. Secondly, this policy brief has the format of policy briefs that was developed in the context of the EU and was promoted by the EU in the past, so it may be interesting to look at the structure and logic for policy briefs that we are working on.

Also, we are now preparing a version of this brief with a nicer look and feel, which will then also be accompanied by dissemination activities from REINFORCING. The layout of the attached version was a request from our project officer. So you might just want to wait with distributing the policy brief until the more attractive version is ready.

first of all: a big thanks to all of you who were so kind to revise the draft policy brief and add suggestions and comments! I really think your feedback made the paper stronger.

It took us a bit longer than planned to incorporate your comments and revise the draft policy brief accordingly, but now we are nearly there.



Please find attached the final version. We did our best to include your comments and suggestions. However, not all aspects could be taken up, mainly for the sake of brevity.



Some of you have indicated to be named as contributors (see p. 6). In case you prefer to withdraw your name from this final version, please let me know. And those of you who are not listed yet and would like to be named, please drop me a note. And no worries: even if you didn’t add comments to the draft, you clearly made valuable contributions through your participation in one of the workshops. I believe having many of you listed as contributors will help to increase policy impact.



Re the next steps: we will submit this policy brief to the Commission end of next week the latest. So in case you would like to be removed or added, do get in touch by Wednesday, Oct. 29.

Of course, we will also share the submitted version with you.



As we think the layout of this official policy brief could use some improvement, REINFORCING will provide a version in a more appealing design. We will also share that version with you. Needless to say, it would be great if you could use your networks to disseminate the policy brief.

In parallel, REINFORCING will also approach key policy makers, including MEPs.

Dear colleagues,



I hope this finds you well – either after a hopefully regenerating summer break, or you might be still enjoying your well-deserved holidays!



Our policy workshops on embedding Open and Responsible R&I in the next Framework Programme already date back a few weeks. In the meantime, as you surely know, the EC published its proposal for FP10 (https://research-and-innovation.ec.europa.eu/news/all-research-and-innovation-news/horizon-europe-2028-2034-twice-bigger-simpler-faster-and-more-impactful-2025-07-16_en).



Since our workshops, we collated and clustered your inputs. Based on these and complemented with some insights from current policy documents and work conducted in the REINFORCING project, we developed a first draft of the policy paper. As you will see, the paper is still rather drafty, but we waned to here from you first prior to finetuning and polishing.



We now kindly invite you to review the draft and comment and/or make suggestions for improvement.

Before you start, just a few remarks:

  *   We learned that we should use the EC’s template for policy briefs. Thus, we are a bit constrained in the way we can structure the document. However, further down the road we might publish the content of the brief differently…
  *   To make it easier for us to collate your feedback, we decided to put the document on a google drive. If you prefer not to add your comments to the online document, you can also send me your comments by mail.
  *   In case you make changes, please be sure to have the track changes turned on.
  *   In terms of content, our feeling is that the policy brief would benefit particularly if we made a few more very concrete recommendations (see section “Policy Implications and Recommendations”). So, any concrete suggestions here would be more than welcome.
  *   For the sake of transparency, we would like to name you as experts who contributed to the policy brief. If you would like to be named, please add your name and institution to the section “Sources” in the document. If you prefer not to be named, that is absolutely fine. Of course, you can nonetheless suggest changes in the document.
  *   Please provide your feedback by Sept. 4. We want to finalise the policy brief by end of September.
