Yes, that's my question.
Do most LMS's allow you access on a per file basis?
What does Moodle do?
(As a user, not an admin).

Let's say I have a course with a whole pile of videos.
I change one line in the .rlo.
Do I have to SCORM zip and re-upload the entire course (all 200 Mb's) each time?
