[Xerte] user login issues

I can think of two reasons:
1. the permissions of index.php are wrong (you can check that by 
referring to index.php explicitly in the URL. If that works, permissions 
are ok)
2. index.php is not treated as a 'start page' by your webserver (cf. 
DirectoryIndex in the apache configuration)
