[Xerte] Online Toolkits Username and Password

I am using Xerte from Arizona State University. I would like to use Online
Toolkits, either locally or from the website. How do I get a logon for the
online interface? or How do I install it locally? I followed the steps to
download XAMPP and the Xerte Online Toolkits zip file, but I can't get on to
the localhost link that was given to complete the installation. Any help you
can give me is much appreciated.
