It's most likely to do with EU regulations on the storage of tracking cookies - you've most likely seen the prompt that appears on some websites asking you to accept while others just have a disclaimer saying "By using this site you are agreeing to... blah blah blah..."

Perhaps we need to add one of those two things though to comply...

Because cookies are bad apparently...

It's hard if not impossible to have a system where you are logged in as a user without using session cookies so the answer is yes but we don't as far as I know store any xerte specific data, beyond required login status... we could though...
