The data.xwd contains all the language dependent texts, so, there is a 
data.xwd in each language folder.

- Normally, in an English only install, the one in 
toolkits/modules/xerte/parent_templates/Nottingham/wizards/en-GB is 
used, and the one in toolkits/modules/xerte/parent_templates/Nottingham 
is only used as a fall-back. For Nottingham, this fall-back is not 
needed, but for the other, 'old' templates, it is.

- In a multi-language install, first the correct language file is tried, 
i.e for Dutch: 
toolkits/modules/xerte/parent_templates/Nottingham/wizards/nl-NL/data.xwd. 
If that file is not found, the English file is used, and if that isn't 
found either, the original location.
