This has been a very interesting discussion which is much wider than maths ed of course.
One of my EdD students, Anne Matthews, has just submitted her thesis on the 'culture of testing' in primary schooling (year 6). She talks about the influence of these 'level-ing' on the low-achieving boys she observed.
