I think 4.3 is the minimum/oldest version but if the question is about whether XOT 3.x will work with much more recent versions then definitely yes. 

If the questions is asking whether XOT 3.x will work with the very latest PHP e.g. 7.x I think so yes unless there are changes in PHP that I'm not aware of.
