Upgrading is the best option for most organisations. Exporting and importing
into a new install isn't practical or necessary for organisational
installations with lots of existing LO's. Just follow the upgrade
instructions and obviously back-up first then test before restoring access
to everyone.
As Julian says very few issues with existing projects especially if already
version 2.1.

Yes, LO's made in XoT 2.x are 1 on 1 compatible with LO's in XoT 3.0
You just need to export the LO's as zip and import the zips in XoT 3.0
I have used this on a new server. The old server had XoT 2.0 installed. The
new server has XoT 3.0 installed.
However, I have not tested an udate from XoT 2.x to XoT 3.0 on the same
server. Maybe Tom can respond on that?

there is backwards compatibility? i.e. Will LOs we made in version 2 still
be editable and usable in version 3?
