You may not be getting any errors but does the functionality work? screen_display.js is necessary for the workspace to function correctly. Most likely it is either causing your issues directly or it is loading something via ajax that is causing the issue.
If you put back the file you removed, clear the browser cache and reload the site, then look in the browser console you should see any javascript errors in red. Tom directed you to the server logs because your subject line still says 500 error which is usually caused by a php file but since youve resolved that issue you are now most likely getting a javascript error.
My first guess would be to check paths entered at setup as incorrect inclusion or omission of trailing / in path names has been known to cause this. You should see 404 errors in the browser console though. Post a screenshot of any errors and we'll debug.

The php error log had the following error: Failed to load language file for Xerte - en-GB/website_code/scripts/screen_display.js
I googled it and found the following site: http://lists.nottingham.ac.uk/pipermail/xerte-dev/2012-December/003207.html
so I removed the screen_display.js from the index.php file and restarted IIS. Now when I visit the Xertetoolkits site I am not getting any errors in the php error log, nor in the event viewer (enabled syslogs in the php.ini file). The error_logs folder does not contain any recent logs and no errors are logged in the IIS log.

No, not seeing any errors. I checked IIS error logs, but did not see anything. I also checked for errors in the Xertetoolkits errorlogs folder, but again, no errors.

Pat,
Thank you for your assistance. I finally got past the page4.php 500 error by using the root account instead of the admin account I was using. The issue I'm having now is if I go to the site I am unable to click on any of the buttons and am unable to log out of guest in order to login as the xerteadmin account. I also tried going to the management.php page, which I am able to login to with the xerteadmin account, however, I am unable to click on any of the buttons. I'm using php x86 non-thread 5.4.41.
Any ideas on what I did wrong?
