I think also if the ISP is unresponsive there are ways to override the
settings depending on how the server security is implemented.

It's not in the project, it's part of the server installation of php. On
linux that file is typically found in /etc/php/apache2

If your site is hosted with a provider, ask the provider if and how you can
change php parameters.

Check the setup folder on the server and see if phpinfo.php is there.

If it is browse to it and see what the upload limits are set to.
