Nothing in phpinfo.php - it's basically empty, but in config_setup.php there
is reference to file size in an 'ini' file - but I cannot find any ini files
in the project:

<li>Look in the Ini file for "upload_max_filesize =" and set the value to a
that you want to be the maximum file size you can upload. The format for the
setting is the number, then the letter 'M'.</li>

Check the setup folder on the server and see if phpinfo.php is there.

If it is browse to it and see what the upload limits are set to.
