[Xerte] Cannot add categories in XOT Site Administration

I can remove categories but not add them.

I can add licences (though they don't appear until I exit and re-enter the
Licences area).

In the error log I see "New_license.php database connect success", but no
mention of new_category.php.

Any ideas?
