I also had a few permission issues later on in the installer (and in use) that slipped through the initial setup checks, but Tom has logged an issue on Github with code for a new is_writable() function that might address this issue on Windows...
I think we need a new installation guide that highlights these facts and

The only difference with IIS is the urls for accessing LOs are different, but you can do this in setup
Before we released it I spent a month or so making apache optional, like a more successful General Custer
