I can answer part 2 – a resounding yes to back compatibility. By ticking an html5 checkbox in the properties panel the old LO url is transformed to a url for an html5 equivalent.

Part 1 requires cleverer people than me to answer.

What’s involved in moving from 1.7 to 2.0 (html5)?

And the big question: are LO’s written in 1.7 usable in 2.0?
