That's a fairly recent one - as mapstraction is included.
For the original release of XOT was definitely SCORM 1.2 compliant,
and I don't think 2004 would be written in such a way as to not be
SCORM compliant.
SCORM zips should re import fine, but "take it" isn't that easy to
debug.
With the stuff in your repository - when I preview the link, the
button images are random on each refresh, sometimes the CSS hasn't
loaded. Lots of random things.

Just as a further observation - downloaded this SCORMed xerte
(version 1) from Jorum -

I tried to upload the zip back into xerte to re-export as SCORM but

I've done this and uploaded to our intraLibrary repository. And it
does work. Sort of. However, there appear to be random glitches in the
SCORM output (often corrected by simply refreshing the page).
I suspect it may be an issue with intraLibrary but might anyone have
an inkling what the problem might be? It's difficult to feed back to
Intrallect because the problem isn't consistently replicated.

resources to OERs and to make the material available through
Institutional Repositories" and precursor to CoPILOT (Community of
