check what's in the lanuage-config file: it might have old paths / filenames in it

Just had a check there is a language folder in the installation files it has more than one file in it. The last install I did I installed to xerte2 just to make sure the duplication of files wasn't causing a problem.
I am using windows 7 professional 64bit

Can you try to install xerte in a non-standard place, like c:\xerte
What OS are you using?
As a temporary work around, you can copy the contents of the languages folder of the installation to the scorm zip.

The zip file I set through was created using a version of Xerte that I
downloaded that same day, I've had a look and there is only one language
file. Is there anything else I can do

This particular problem has been addressed in the latest installer in the
Nottingham website (http://www.nottingham.ac.uk/xerte/downloads/setup.exe).
Even though it says the last update is November 5th, it is apparently more
recent.
At least that's working for me. If after installing the latest xerte
desktop, you still have problems, please let me know. You can verify if
this particular problem has been resolved by checking the languages folder
of the project folder (or inside the .zip). It should contain more than 1
file.

What version of XOT/Xerte are you using?
If possible could you create a small SCORM package (with just one page)
verify that that package doesn't work, and send it to the list?

object using the developers tool and would like to import it into
Blackboard 9.1 service pack 9, I have tried to publish the object as a
either a SCORM 2004 or 1.2 package, this works fine. I then upload
the package into Blackboard as a SCORM package when I click to view
this content the window opens and then says loading then just hangs.
This happens with both SCORM versions and if I try to load the SCORM
package to Blackboards coursesites page which has the latest version
of BB with the same outcome
Has anyone had a similar experience or know of a solution.
