Closing php tags are absolutely required, but an opening tag should be there. It isn't visible in the graphic you sent earlier.

I'm not seeing the code for website_code/php/scorm/export.php in the export window.
Looks to me like there isn't a closing php tag on that file, though, and several other files. But I'm not much of a coder and will wait to see what others say before changing things.
