Does Chrome have a built in Fiddler type tool?Or is my memory just continuing to deteriorate?

So it's some messenger thing unless that's being spoofed.

Once every couple months hotmail does something that annoys me.
I'll be composing email and the character rendering slows way down.
Then when I hit send, there is a delay while the status bar goes through a 3 second "Uploading xx%" sequence 0-100.
There are no attachments being sent.
This concerns me for obvious reasons.
What's the best tool to figure out what's happening here?
