It's more than that: we design the screen for L-R viewers. It's not just text that is read R-L, R-L viewers will scan the screen from the top right to the bottom left, so it's the whole information design thing that needs consideration. Or a mirror.

It would be handy though to know if the "ideal" in L to R / R to L would be to switch the form elements to the other side as well? Or can the text swap but not the form element position?

If I'm wrong then it looks like Julian has a very local contact interested in developing an Arabic Toolkits. Given the receptivity of the Middle East to embracing elearning and mlearning that would be a great coup if it's technically possible.
Actually - maybe we should look to some wealthy Middle Eastern funding source to develop an html5 editor so that Toolkits can be Arabised?
