What does 'Clean Install Today' mean? IIS? Or XOT?

When trying to preview a file we get the following.

ERROR: The file modules/xerte/parent_templates/Nottingham/Nottingham.rlt failed to load.
Hosted on IIS 7.0 using MySQL. Clean install today.
