that doesn't work and never has as far as I'm aware.
When you export from XOT or package from xerte it doesn't create a zip with
a parent folder inside it so this only really happens when people zip
manually and select the folder rather than the folder contents.

what happens if the root of the zip is a folder (which is what i think Simon
was suggesting)?
