Stephanie,
If you are one of several developers in your institution who want to work
together on projects then Online toolkits may be the best way to go.
However if you are the only developer of learning objects or there are only
a couple of you and you are creating learning objects, publishing them and
then copying the published files to an existing web server to make them
available to your students then you might want to stay with desktop xerte.
Particularly after the next version release when all the individual page
templates will be accessible in the desktop editor, so that you can have
the best of both worlds.
Just my take on things.
