Further info on my problem with PHP stopping working - Wordpress was
installed on the server and caused this problem. 

Wordpress apparently installs and/or updates its software dependencies
including PHP 5.3. 

This resulted in duplicate php-cgi.exe files being referenced in two places
which seized the system.
