OK, found the language file dutch.xml.
But when I select optional properties > language in a XOT project, Dutch doesn't appear as an option in the dropdown list…

We are really busy with internationalizing Xerte en Xerte Online Toolkits.
The labels for the dropdown boxes can be edited in the xml files found
in the language folder
You set the language to be used in a script (but this will be possible
from a dropdown box in the near future.
Again depends whether you are using Xerte standalone or XOT.
