Yes since we made the condition on session_start in config.php more generic
and tested that to be ok that older moodle_config.txt is no longer required.
Sorry should have deleted it.

I've removed moodle-config.txt or whatever it was called in trunk.

The same should occur in the 1.8 branch. I couldn't see anything unique
about the moodle-config.txt file which wasn't already covered in config.php
