Perhaps it could be modeled after the way Flash works with Strings panels -
storing various translations for each string in enternal xml files.  Have
you played with this?

Very handy.  Flash makes a folder for each language ("en" for English, "sp"
for Spanish, etc) with an xml file that holds all the strings you give it.
You set the language in the Strings panel and also specify when you want the
substitution to occur - run time, compile time, automatically based on the
system language, etc.
