Moodle does some tricks to prevent Cross-site scripting. Perhaps that's
getting in the way?

I've not used Moodle, and I don't employ SCORM in my pieces, so I don't
have any real experience to offer. I remember there were issues with
Authorware when using JS on the loading page with users running IE, and
there was an IFrame workaround. Maybe that applies to your situation?

Yes, they appear in the alerts.

I know Xerte is sending them, I thought maybe I'm screwing up the
request syntax or typing.

I just went back and tried it on eLeap.

get //"dave"
add // "more"
set
get // "dave more"

I'm using the exact same routine in a 3 icon default piece.
Nothing.

I thought the idea around SCORM was to be portable across platforms. :-)

no - you see the calls in the api where you put the alerts, right? So
the Xerte stuff is sending stuff out to the javascript.

Is there anything obviously wrong with these calls?

_level0.setValue('cmi.suspend_data', 'some text');
and 
_level0.getValue('cmi.suspend_data');


At Martins suggestion I loaded it onto Claroline's demo site and no go
there either.
Although I am getting back undefined instead of null, so I don't even
think I'm connecting to the API (though I get no errors).

This is silly.
It worked perfectly on eLeap (not sure what they are using backend).
