You don't have to use the mod_rewrite apache settings unless you want to - works fine without

When I start page 3 of the setup I see that 
Server settings - some technical aspects for the site
The HTACCESS setting is (Whether or not you are using a .htaccess file
on the site - the apache config must allow for overrides)
	false
should this read false even after changing
/etc/apache2/httpd.conf
	changed AllowOverride to All
