[Xerte] Can't find required website for install

Hello!
   I am trying to install the xertetoolkits on my computer. After a fair
amount of difficulty, I got everything downloaded and arrived at the step
that says to go to this site:
*http://localhost/xertetoolkits/setup/*<http://localhost/xertetoolkits/setup/>
but, when I try to, nothing is there! How can I complete my installation.
