I had a problem installing Xerte 3 in windows 7. The cause appeared to be
the default installation folder in Windows 7 containing brackets e.g.

C:\ProgramFiles(x86)\XerteProject\Xerte3

The problems disappeared when I installed to C:\XerteProject\Xerte3.

After experiencing this problem I installed Xerte 2.n to

C:\xerte

just in case the brackets might cause any problems.

Maybe this will help in your situation.
