Hmmm...
One viable route would be Xerte method.....
I mean..., RLO is basically an XML structure and have different apps on the different platforms to interpret and run them....
Rationale:
Using standards, the non-flash supoort on iOS sucks, because in my opinion that only leaves HTML5, which isn't mature enough (in my humble opinion).
So, for the time being, that implies dedicated players interpreting same 'documents'....
But I would be very interested in other solutions!

What would you choose to develop applications and content for mobile devices.
You need to author once, deliver anywhere: same source code has to go to Android, iOS, Blackberry at the very least.
Must have very good support for handling all sorts of external data sources.
Must have currency, so third party developers can be contracted for work if required.
Preferably has decent sized, active community of developers.

The MOMO (Mobile Moodle) project is an Add-On to the popular Moodle<http://www.mobilemoodle.org/momo18/course/www.moodle.org> Learning Management System. It brings the ability to implement mobile learning scenarios with Moodle as a backend.
Mobile users install the MOMO client, a JAVA based application, on their mobile phones (or any other JAVA and Internet capable device). Through this client they can access courses wherever they are, which allows completely new scenarios.
Administrators install the necessary MOMO extension on their Moodle server which makes the compatible contents available for mobile usage. They can configure and maintain the system through the integrated administration interface all within Moodle.
Teachers can design courses with either several mobile elements or complete mobile learning scenarios using the tools and methodologies they know from within Moodle.
