I've made a new setup, but everytime I try to navigate on the ftp to upload the ftp times out, no matter what client I use.

Grr. It would help if I could remember the path to the /xerte folder on the server...

Ehmm, when I install the latest desktop Xerte from the the websit, and
start a new Page Template project, the project is not empty.....
