This appears to me to be a security issue with the creation of the object..

Once the site is added to the trusted sites list, Text to Speech works in normal IE9 mode for me on the demo of Xerte. At first load you will be prompted to allow ActiveX object to run (OK). Go to Tools->Internet
Options->Security->Trusted Sites and add the site hosting the ILO to
the list. Reopen the ILO and you should then get a warning about running an ActiveX control (see attached).  Once I did that, I got TTS of the titles (I guess that is correct function).
