Hmmm this isn't an official response then but...
Try giving your moodle a unique cookie prefix and let us know if that fixes
the problem? Moodle > Administration > server > Session Handling > Cookie
prefix
Also is your toolkits install inside your moodle directory? It should always
redirect to login if you haven't logged in yet but won't redirect back to
toolkits once you do login unless the install is in the Moodle directory.
This is a security precaution within the Moodle code which does the
redirect. I'm sure that could be changed but the point was to allow the
patch to work without having to change Moodle code.

Ok I've got the login bit working. It was short tags being off as suggested.
Which is a bit of a shame.
However soldiering on I now get directed back to the moodle login page as I
should but then login and try my xerte link again to get redirected straight
back to the login page. I think I might leave xerte for a while and work on
it when I've got my moodle shifted to a proper lamp install
