So you mean starting windows 7 in safe mode and than working with Xerte3? I can try that!
I'm logged in as Administrator. The Event log says:

I'm also running Xerte and the Xerte files on Dropbox (which synchronizes my data). Perhaps this could be a possible cause of the error, too. So I will first try to run it from a "real" local folder.
