[Xerte] Windows 2003 Issues - USER-FILE security permissions issue?

Hi
We wanted to quickly deploy the Xerte Toolkit for one of our clients on one
of our servers for them to evaluate. It's a Windows 2003 Server, Sp2.
We've installed XAMPP and tried WAMP, the installation proceeds
successfully, but when the user tries to login, there's an browser error,
hitting refresh the object appears but further investigation reveals the
issues is with writing to the USER-FILES area, nothing is written to this
area.
We've changed all the NTFS Security Permissions on the folders as described
but we still get this error, can someone shed any light on getting this to
work on Win2k3.
We also tried installing it on our Moodle Platform (Centos5/RH4), but this
didn't work successfully, it didn't like populating the MySQL database,
something about not Selecting the database and it failed.
Any pointers?
