[Xerte] Exported Toolkits RLO running locally

It is published, Pat, up and running at
http://www.nottingham.ac.uk/toolkits/play_298. It's not important that I
get this one to run offline, I was just testing. As you might be aware,
a number of our Nursing colleagues have created RLOs in Toolkits so I'm
after knowing if they can be packaged and run offline successfully.
