[Xerte] Opening Draw icon

I have to figure this out while I still have hair.
Sort of half worked previously, Sometimes the editor opened when I dragged an icon onto the tree.

Win 2K V5 SP4 all patches up to date.
Latest Xerte (2.10)

The draw icon will not open via dragging onto tree, nor doubleclick.
I open a new file, add a script icon, then drag a draw icon on below it.
Nothing. Doubleclick. Nothing.

Has anyone else run into this, or is it strictly something about my machine?
What process is being blocked?
