[Xerte] structuring LO's needing a topic hierarchy

Separating content (on pages) and navigation is a sound approach. Ultimately
that would mean you could choose navigation and sub navigation models
(menus, slide shows, etc ) and then add individual pages with content
needed, video, images with hotspots etc
