Moodle provides a range of modules as part of the standard download. There are a wide range of additional modules available for download that are not part of the standard Moodle package.
You build up a course in Moodle by adding modules to the course, e.g. a text page, a quiz, a scorm module, a video module, etc.
The standard Moodle modules communicate very well with the Moodle gradebook so it can make sense to use them.
However when you use the scorm module to deliver a Xerte SCORM learning object the data from the Xerte package is made available to Moodle and the gradebook.
So yes you can create courses in Moodle without using Xerte.
But Xerte provides a massive range of features in one package which could only be achieved in Moodle by combining different modules. Many of the features provided by Xerte would take significant Flash development to deliver in Moodle.
So what you look to achieve is the best of both worlds.
Use the Moodle modules where appropriate in your Moodle course and build Xerte learning objects to include in your course.
For example you might have a course that includes a Moodle discussion forum, a Moodle wiki, several Xerte Scorm learning objects that deliver course content and test understanding, and a final assessment using a Xerte Module.

Oh Ok!! then where will you place XERTE when compared to MOODLE for content creation since I wish to use MOODLE as LMS and XERTE as conetnt creation tool. My designers however tell me that all what we can do in XERTE can be done easily in MOODLe too then why use XERTE as content creation tool?
