Did you restart PHP?
How big are the files in the user-files folder - could you click on the
media and quota tab for me to let me know how big it is?

OK. So I need someone to hold my hand when it comes to this stuff.
What should these values be:
max_execution_time = 60 ; Maximum execution time of each script, in
seconds
max_input_time = 60 ; Maximum amount of time each script may spend
parsing request data
memory_limit = 99M?? ; Maximum amount of memory a script may
consume (16MB)

I would check your phpinfo page to see if the new number worked.
If you add lots of zeros it might be too big a number.
I took it up to 99M

I just added a bunch of zeros. Do you have a better number I can use? :)

Any progress on this? It's still not working for me.

I can check the memory thing, but not sure it is possible if the file is
bigger than 32 meg?

Edit php.ini, and change the memory_limit setting to something larger.
That's the easy fix; alternatively, someone needs to change the code
that creates the archive so it's not done in memory (for example)
IF you don't know where your php.ini file is, create a new page (e.g.
phpinfo.php) containing <?php phpinfo(); ?> and it'll tell you.
