PDFs are difficult to edit (aren't they?)
Docx requires the latest version of MS Office, which some may not have
or want
RTFs - usable by anyone, but a pain to merge etc.
What about a wiki? Could toolkits itself be used for this (i.e. an
online presentation which people can edit, which shows how to install/do
stuff?)
